The city faces a crisis of homelessness, drug addiction and has the highest rate of property crime of any large US city<\/p>\n<p>Among other changes, the legislation insists that juvenile delinquents to be described as &#8216;young persons impacted by the justice system.&#8217;<\/p>\n<p>Instead of inmates, the Board of Supervisors recommends &#8216;currently incarcerated persons&#8217;.<\/p>\n<p>Ex-cons should be referred to as &#8216;returning residents,&#8217; according to the legislation.<\/p>\n<p><b>San Francisco&#8217;s new &#8216;person-first&#8217; terms<\/b><br \/>\n<b><\/p>\n<p>Convicted felon: &#8216;justice involved person&#8217;<\/p>\n<p>Juvenile delinquent: &#8216;young person impacted by the justice system&#8217;<\/p>\n<p>Inmate: &#8216;currently incarcerated person&#8217;<\/p>\n<p>Ex-con: &#8216;returning resident&#8217;<\/p>\n<p>Parolee: &#8216;person under supervision&#8217;<\/p>\n<p>Drug addict: &#8216;person with a history of substance use&#8217;<\/p>\n<p>Drug offender: &#8216;person convicted of a drug offense&#8217;<\/p>\n<p>Illegal alien: &#8216;person&#8217; or &#8216;individual&#8217;<\/b><\/p>\n<p>Rather than drug addicts, cops and prosecutors should speak of &#8216;persons with a history of substance use,&#8217; the resolution decrees.<\/p>\n<p>And instead of &#8216;citizen&#8217; or &#8216;illegal alien,&#8217; the Board of Supervisors urges the use of the words &#8216;person&#8217; or &#8216;individual.&#8217;<\/p>\n<p>The resolution, which was proposed by Supervisor Sandra Lee Fewer, passed the 11-member board with a 10-0 vote, with Gordon Mar absent.<\/p>\n<p>The non-binding resolution was returned unsigned by Mayor London Breed.<\/p>\n<p>Breed &#8216;doesn\u2019t implement policies based on nonbinding resolutions, but she is always happy to work with the board on issues around equity and criminal justice reform,&#8217; her spokesman Jeff Cretan, told the\u00a0<a class=\"externalLink ProxyLink\" href=\"https:\/\/www.sfchronicle.com\/bayarea\/philmatier\/article\/SF-Board-of-Supervisors-sanitizes-language-of-14292255.php\" target=\"_blank\" rel=\"nofollow noopener noreferrer\" data-proxy-href=\"proxy.php?link=https%3A%2F%2Fwww.sfchronicle.com%2Fbayarea%2Fphilmatier%2Farticle%2FSF-Board-of-Supervisors-sanitizes-language-of-14292255.php&amp;hash=8e06869243d8689309a5e6dacacd4286\">San Francisco Chronicle<\/a>.<\/p>\n<p>However, the San Francisco police and district attorney are already rushing to adopt the changes.<\/p>\n<p>Police spokesman David Stevenson told the Chronicle that the department has &#8216;made our members aware of the resolution and are researching possible impacts on operations and communications.&#8217;<\/p>\n<p>The language resolution makes no mention of new terms for victims of crime.<\/p>\n<p><img data-recalc-dims=\"1\" decoding=\"async\" class=\"bbCodeImage LbImage aligncenter\" title=\"Click this image to show the full-size version.\" src=\"https:\/\/i0.wp.com\/i.dailymail.co.uk\/1s\/2019\/08\/22\/14\/17568938-7383417-image-a-3_1566481033164.jpg?w=640&#038;ssl=1\" alt=\"[\u200bIMG]\" data-url=\"https:\/\/i.dailymail.co.uk\/1s\/2019\/08\/22\/14\/17568938-7383417-image-a-3_1566481033164.jpg\" \/><br \/>\nPersons with a history of substance use are seen amid used hypodermic needles and discarded clothing in San Francisco&#8217;s Tenderloin neighborhood last month<\/p>\n<p>Across the Bay, Berkeley&#8217;s city government last month made a similar push to reshape the minds of citizens through new and improved language.<\/p>\n<p>Berkeley City Council adopted an ordinance revising the city\u2019s municipal code to ban &#8216;he&#8217;
